Chocolate Covered Oatmeal Cakes

I was trying to make this recipe that is on this site. When I came across couple problems? First one is that the ingredients call for 1 cup of milk but not where in the preparations does it say when to add it? Second doesn't say how long to cook the cakes for or at what degree in the oven? I assume 350 is around medium and is common for most cakes/cookies what not. Any clarifcations would be wonderful! Thanks..
